The Cayman Islands have excellent schools, from kindergarten through to university level. There are approximately 4,561 students in the public school system and 2,730 students in private schools. In Cayman, it is compulsory that all children from the ages of four years and nine months to age 17 attend school. It is the CI Government’s stance that expatriates employed in the private sector who qualify to have their dependants on Island with them (i.e. earn over CI$3,500 per month and have two dependants on their work permit) should educate their children in private schools. If the government employs the expatriate and the employee does not want to send their children to private school, then the expat′s children can attend government schools if space is available.
If you are an expat on a work permit, the law requires that schools see a copy of your immigration paperwork verifying that your child is a dependant on your work permit. The Immigration Department will request you to bring in a copy of your acceptance from a private school before your work permit is stamped. You may find it difficult to find a place for your child, so contact several different schools at the earliest possible moment. If you are Caymanian or a permanent resident of the Islands and want your child to attend private school, you need to take a copy of your child′s birth certificate to the school, fill out an application form and pay an application fee (between CI$50 and $300 depending on the school). The school may have other requirements, such as a student reference and entrance/placement testing before acceptance is confirmed. Once the acceptance is confirmed, you usually have to pay the first month’s school fees as a deposit to hold the place. There is no charge for Caymanians or permanent residents to register their child at a government school.
For preschool, your child can usually start at age two. For primary school, starting age depends on whether you will be sending your child through the British school system (Cayman Prep and High School and St. Ignatius) or the American school system (Cayman International School and Triple C). In the British system, your child can enter kindergarten if they are four by September, while in the American system, your child must be five by September. Students over age 17 can attend the International College of the Cayman Islands and the University College of the Cayman Islands. Most private schools in Cayman are in the enviable position in that they have long waiting lists for kindergarten and primary school places. So put your child′s name on the list, at your preferred school, as early as possible. Siblings, children of alumni and members of the affiliated church (if it is a faith–based school) come at the front of the list, so even if your child is on a waiting list enrolment is not guaranteed.
The fees for private schools are as follows: Montessori and similar preschools usually cost CI$8,000 per year for a full–day (less for a half–day) but you can find a few church-based nursery schools which charge only CI$350 per month; middle school (kindergarten to grade 5/6) cost between CI$2,750–$14,000 per year; and high school (grades 7–12) cost CI$3,250–$15,000 per year. Please note that at most private schools a second child will receive a 10% discount off fees and any third or subsequent children will received a 15% (or more) discount. Most private schools also prefer fees to be paid per term or annually. If you have to pay the fees monthly (usually 10 equal payments) then you will be required to get permission and the school will usually want post dated cheques.
For government schools, Caymanian students do not pay school fees. All non-Caymanian students attending the public schools pay CI$750 per year for primary school, CI$900 per year for middle school and CI$1200 per year for high school.
All new students entering either government or private schools for the first time in the Islands must have a health screening before the new school year begins in September. Take your child and their immunisation record to either the Public Health Department, which offers free screenings, or to a private doctor, either of which will issue a health–screening certificate which must then be taken to the school your child is entering. Without this documentation the school cannot enrol your child.
The health screening your child will receive is a complete exam which includes hearing and sight tests; weight, height and nutritional assessment; blood typing; mental and speech development examination and a family medical history. Students enrolling in Government schools must register with the Department of Education Services, 130 Thomas Russell Way, George Town, Grand Cayman or the Cayman Brac Teacher’s Centre before the end of July each year. You will need to present a copy of the child’s birth certificate, immunisation card and documentation showing the child’s residency category (i.e. a passport or status letter). Parents must also supply proof of their street address by presenting a utility bill, lease or notarised letter from a landlord if renting. Catchment areas determine which school your child will attend.
Many private schools in Cayman will test your child for placement even if they are entering the first year at four years of age. If your child is slightly older and not entering the first or second year it might be worth asking to see the paperwork for this test so that you can prepare your child. If your child is transferring from another school, they may need official school records from the previous school(s) as well as transcripts from all classes (if transferring at the high school level). Finally, don′t be surprised if your 10–17 year old is required to take a drug–screening test and asked to supply character references before being invited to attend an interview. Not all schools are this strict, but in a way, it does show the parents how committed the school is to their child′s education.
Once your child has been accepted you will have to organise school uniforms. Most of the schools sell their own or will let you know where to buy them. Please note that some schools offer a sibling discount (make sure to ask). School fees quoted in this chapter are for the 2010/11 calendar year and are subject to change.

COLLEGES & TERTIARY EDUCATION
A number of advancements have been made in tertiary education in Grand Cayman over the last few years. Up until recently, it was only possible to earn an Associate’s degree (two–year college degree) on–Island, and this did little to train Caymanians for job opportunities in the Cayman financial services sector. Now, however, educational programmes are specifically catering to the financial industry, as well as tourism, construction and jurisprudence. Institutions such as the University College of the Cayman Islands (UCCI) and the International College of the Cayman Islands (ICCI) offer full undergraduate degrees (3–4 year degrees) and also graduate level and professional training. Training for the Certified Public Accountant (CPA) examinations and MBA programmes are also available and broaden opportunities for career advancement. There is a Civil Service College whose aim is to improve public services and enhance the career development of government employees. Indeed, Cayman′s CSC is leading civil service reform in the Caribbean region.
Other areas of progress in the educational field in Cayman include a joint partnership between the Ministry of Education, LIME and CML Offshore Recruitment and is a new initiative called Passport2Success. It was initiated because many local employers have found that large numbers of high school leavers lack basic literacy, communication and problem solving skills. The programme provides the participant with practical training in job specific areas, work experience and career guidance. HOME SCHOOLING IN CAYMAN
It is also possible to home school your children in the Cayman Islands with the approval of the Department of Education. Here is what you need to do:
> Complete a home schooling form obtained from the Department of Education. This form is to be submitted, along with a cover letter, explaining the reason for the home schooling request.
> Submit information on the curriculum and teacher for the child/children. If parents decide to home school their own child/children, the Department is open to this option. In this instance, information about the parent’s educational background needs to be provided. The Department of Education does not provide teachers for home schooling.
> Submit proof of the child′s/children′s enrolment in a home schooling programme. Examples of acceptable proof include, for example, payment receipts (credit card payment slips or bank drafts) for a home school curriculum.
> The completed package (cover letter, home schooling application and documentation) should be delivered to the Department of Education Services for the attention of Mrs. Shirley Wahler, Chief Education Officer. SPECIAL NEEDS EDUCATION
For children with mild to moderate special needs, it is expected that within the government or private schools these additional educational needs be met inclusively within the students’ regular classroom. For more intensive services, there are now a few options: Hope Academy, The Wellness Centre, The Learning Villa, home–grown support groups and private tutoring.
Hope Academy is the newest private school to be founded in Cayman and it was started specifically for children with special needs. Classes are smaller and they have staff who are trained in speech, language, behaviour and occupational therapy. SEE AD PAGE XXX
The Wellness Centre now have specialised children’s services: They offer comprehensive psycho-educational assessments; Occupational Therapy for children with problems relating to the sensory nervous system; social skills training and they are the first facility in Cayman to offer autism screening and assessments. Dr. Louise Malcolm PhD MED of The Learning Villa also offers psycho-educational services. She is trained in diagnosing the underlying learning and behavioural problems that interfere with a child’s ability to access the curriculum. The New Wings Enrichment Centre (Call Roz Griffiths on Tel: (345) 928 9464, email: newwingscayman@yahoo.com) which offers assessment, diagnosis and therapy for children with speech, language or literacy difficulties. Their programmes are approved and recognised by the Cayman Islands Department of Education and the Health Practice Council. Alternatively another option now available on the Island is the Learning Breakthrough Programme which uses a combination of fun and deceptively simple balance and visual activities to remediate and alleviate learning difficulties. It is a drug-free alternative and is open to both children with learning difficulties and adults who want to enhance their brain function. Improvements are seen in: reading, attention, academics, executive function, athletics and general brain fitness. For moderate to severely mentally challenged children, or for children with multiple challenges (for example vision or hearing–impaired or learning disabilities), there is the Lighthouse School. This is a government school for children from age 4–16. If you feel your child would benefit from this school you must contact the head of Student Services, Brent Holt, at the Department of Education (Tel: (345) 945 1199 or email: Brent.Holt@gov.ky). All children attending the Lighthouse School need to be recommended for entry by the Department of Education after an assessment by a multi–disciplinary team.
The government also operates the Early Intervention Programme for both Caymanian and expatriate children from birth to school-age who might experience moderate to severe disabilities or developmental delays. Speech and language therapy, occupational therapy, educational psychology and advisory services from specially-trained teachers are offered. For adults (age 17 and older) with special needs there is the Sunrise Adult Training Centre (Tel: (345) 949 3330). The primary function of the facility is to provide opportunities for adults with disabilities to learn the skills they need to become responsible, productive and fully functioning members of the community. This is done through three programmes: Life Skills, Individualized Personal Care, and Vocational (full-time or part-time work placements where possible, in the community).
The Special Needs Foundation of Cayman (Tel: (345) 769 4673, (345) 939 4264 or caymanfoundation@gmail.com) is a non-profit organization of parents, educators and professionals committed to supporting children with a range of special needs across the Cayman Islands. The Foundation believes that all children with special needs should have a voice, be given the same opportunities as other children and be able to develop their maximum potential. They work with professionals, providers and policy makers to ensure that needed services and options are available throughout the lifespan of people diagnosed with any kind of special need. The Foundation meets on the third Thursday of every month at the Hope Academy School located in Grand Harbour.
Cowboy Town Stables in Lower Valley offers a programme whereby people with special needs can experience the healing power of horses. Students learn, bond, develop communication skills, take responsibility and gain confidence as well as improving physical abilities such as balance, coordination and fitness. Special needs services are provided by an experienced horseman with training in Applied Behavioural Analysis, and in consultation with a special needs educator. TUTORING SERVICES
For tutoring, there is the Cayman Learning Centre located in Pasadora Place #7, which offers semi–private, hourly tutoring sessions in core subject areas (age five through high school). Centre personnel will first do a special assessment to determine your child′s needs. Their focus is threefold: a) consolidating the skills learned in school, b) building each student′s focus and confidence and c) teaching them the study skills required for academic success. Sylvan Learning gives specialised instruction in virtually every academic area, including reading and writing, basic math, algebra, geometry, trigonometry and pre–calculus, to children pre–K through grade 12 and adults. The child–teacher ratio is three children to one teacher. Children are given a professional assessment to see what they need in the way of tutoring help. There is also Claude Bailey (Tel: (345) 926 3812 or (345) 525 8665) for grades 3–12, plus college calculus, algebra and statistics. He runs a maths summer camp for all ages too. Mr. Bailey was a recipient of a Chamber of Commerce Golden Apple Award in 2008 for outstanding service in the field of education.
For younger children there is now Montessori Home Tutoring (Tel: (345) 917 6375) which offers small group or individual tutoring for children aged 2 to 10 years. The service provides Montessori qualified tutors and uses the same authentic Montessori materials you would find in a school. If new residents are arriving on island halfway through a school term, Montessori Home Tutoring might be a good option. It could also be of interest to parents who want to keep their children at home until they are 3 or 4 years old. In addition to tutoring, other services include creative workshops, birthday workshops, weekend workshops, holiday camps, classroom support, helper training and playroom set-up advice.
